QUESTION: Yes, sorry, Dana, back to the Iraq agreement again that the Hill is being briefed on. Can you remind us again why this agreement is not the timetable that the President fought so hard against, and also how this does not attempt to tie President-elect Obama's hands in any way?

MS. PERINO: You remember back in the debate when we were talking about arbitrary dates for withdrawal, that was when there were some members of Congress just suggesting that we get our troops out of Iraq, win or lose, without any sort of planning or thinking about the conditions on the ground. What we've seen since then is that as a result of the surge, we've been able to have tremendous successes on the security front, both because of the bravery of our soldiers and the work that they've done, and also the provincial reconstruction teams that are peopled by people from the State Department and USDA and other places to try to help on the political and diplomatic side of the equation, as well.

This is a mutually agreed to agreement. And that is one of the things that is different about an arbitrary date for withdrawal, when you want -- when you say you're going to leave, win or lose. We believe that the conditions are such now that we are able to celebrate the victory that we've had so far, and establish both a strategic framework agreement, which is a much broader document and talks about all sorts of cooperation that we'll have with Iraq from here on out -- from trade and health care and exchanges on science, and a real strong bilateral agreement that you would hope we would have with any of our allies.

These documents usually take years to negotiate. We've been able to compress that and do it within the year so that we can look at the conditions on the ground, work with the joint command and with the Iraqis at the plans that they have. And some of the dates that are identified in the document follow the joint command plan. So we are able to consider now having a date that we could have our troops come home. And the details of all of this will be finalized hopefully soon, and then hopefully you'll hear from the President, as well.

The war continues to abate in Iraq. Violence is still present, but, of course, Iraq was a relatively violent place long before Coalition forces moved in. I would go so far as to say that barring any major and unexpected developments (like an Israeli air strike on Iran and the retaliations that would follow), a fair-minded person could say with reasonable certainty that the war has ended. A new and better nation is growing legs. What's left is messy politics that likely will be punctuated by low-level violence and the occasional spectacular attack. Yet, the will of the Iraqi people has changed, and the Iraqi military has dramatically improved, so those spectacular attacks are diminishing along with the regular violence. Now it's time to rebuild the country, and create a pluralistic, stable and peaceful Iraq. That will be long, hard work. But by my estimation, the Iraq War is over. We won. Which means the Iraqi people won.

The US military is to hand over security control of the former Sunni insurgent bastion of Anbar province to Iraqi forces in the next 10 days, a US military spokesman announced on Monday.

"The handover of Anbar is expected to take place in the next 10 days," Lieutenant David Russell told AFP, declining to provide an exact date.

Anbar would be the tenth of Iraq's 18 provinces to be handed back to Iraqi forces by the US-led coalition amid a push to transfer security control of the entire country back to Baghdad.

Evidence of al-Qaida's problems in Iraq is weighty and convincing. It has been badly hit by the fightback from the American-backed Sunni "Sons of Iraq" and the US troop "surge". Western intelligence agencies estimate that the number of foreign fighters is down to single figures each month. The border with Syria is now harder to cross.

Iraq-watchers point, too, to financial strain caused by the arrests of al-Qaida sympathisers in Saudi Arabia, mafia-like disputes over alcohol licences and difficulties recruiting the right calibre of people. Last month, a sympathetic website carried a study showing a 94% decline in operations over a year. The Islamic State of Iraq claimed 334 operations in November 2006 but just 25 a year later. Attacks dropped from 292 in May 2007 to 16 by mid-May this year.

Dia Rashwan, an Egyptian expert on radical Islamists, says recent al-Qaida propaganda footage from Iraq is old and cannot mask the crisis it is facing. "They have not got new things to say about Iraq though they are trying to give the impression that they are still alive. The material isn't convincing." Nigel Inkster, former deputy head of MI6, now at the International Institute for Strategic Studies, agrees: "Al-Qaida is starting to prepare their people for strategic failure in Iraq."

Al-Qaida is also perceived as being "on the back foot" because of attacks by Muslim clerics on its takfiri ideology and revulsion at the killing of innocent Muslims. Participants in Zawahiri's recent "open dialogue" on Islamist websites compared al-Qaida's performance unfavourably with the successes of Hamas in Palestine and Hizbullah in Lebanon.

The Iraqi interior ministry lauded its achievements over the past year on Saturday, saying that 75 percent of Al-Qaeda's networks in the country had been destroyed in 12 months.

Ministry spokesman Abdul Karim Khalaf also outlined sharp falls in the numbers of assassinations, kidnappings and death squad murders.

He told a news conference that increased patrols along the borders with Saudi Arabia and Syria had slowed infiltration by militants and played a key role in Iraq's improved security situation.

"We have destroyed 75 percent of Al-Qaeda hide-outs, and we broke up major criminal networks that supported Al-Qaeda in Baghdad," he said.

"After eliminating safe houses in Anbar province, which used to be Al-Qaeda's base, we moved into areas surrounding Baghdad and into Diyala province. Al-Qaeda headed north and we are pursuing them," he said.

Khalaf said kidnappings were down 70 percent and that an average of three to five people killed by death squads were being found each day in Baghdad compared with 15 to 20 a day in February.

Personnel with militant or criminal links had been weeded out from Iraqi security forces, he said, adding that Sunni-US alliances against Al-Qaeda had also significantly contributed to the drop in violence.

Almost everyone I know back home was sure I'd be shot at every day, that it's still a war zone out here. Based on the news reports - even the new, optimistic ones, could you blame them for thinking that?

But attacks against coalition forces in Fallujah are down by more than 90% since March of this year. Almost all attacks these days are single, ineffective pot shots rather than the lethal IEDs of last year.

There hasn't been a single firefight in this city for months. The Marines at Camp Fallujah haven't been shot at with a rocket or mortar since April. Not one Marine from the 3rd Battalion, 5th Regiment has even been wounded since they rotated into the city two months ago. The only shots the Marines have fired have been practice rounds on the range.

There's a gigantic perception lag in America these days. The Iraq of the popular imagination and the Iraq of the real world are not the same country. It wouldn't be quite right to say Fallujah is safe. You do not want to come here on holiday. But I'm a lot safer here as an American than any terrorist or insurgent would be.

The Marines and Iraqi police find caches of weapons every day, thanks to tips called in by locals. No insurgent can plant an IED without getting turned in by war-weary civilians. Recently, an Al Qaeda cell from outside of town showed up and tried to distribute propaganda DVDs. They too were turned over to the police.

There are only 250 Marines in Fallujah, a city of about 350,000, right now. Last year, there were 3,000 Marines. Because the city is pacified, troops that were here can join the additional surge forces that are clearing and holding more volatile areas.

Everywhere I go in Fallujah, I am mobbed by smiling children who want me to take their picture. It wasn't always this way.

"I didn't see a single kid out here in 2005," one Marine told me. "If a kid popped out of the house, his parents yanked him right back inside." Women walk the streets by themselves now, as well, which I'm also told was unheard of not long ago.

I'm embedded with the Marines. They keep me safe. If I spent too long in the city alone and without armed protection, terrorists might eventually find me. But any insurgent who shows up and announces himself in public won't be rolled up "eventually." He'll be arrested by the Iraqi police within minutes. Even the Marines are softer on terrorists here than the local cops are.

Today she is home again, cooking by a sunlit window, sleeping beneath her favorite wedding picture. And yet, she and her family are remarkably alone. The half-dozen other apartments in her building echo with emptiness and, on most days, Iraqi soldiers are the only neighbors she sees.

“I feel happy,” she said, standing in her bedroom, between a flowered bedspread and a bullet hole in the wall. “But my happiness is not complete. We need more people to come back. We need more people to feel safe.”

Violence across Iraq has fallen to its lowest level since before the bombing of a Shiite mosque in February 2006 that sparked savage sectarian bloodletting, a US military commander said on Thursday.

There has also been a 50 percent fall-off in violence in Baghdad since January, Lieutenant General Ray Odierno, the number two commander of US-led forces in Iraq, told a press conference in Baghdad.

"Attacks nationwide have fallen to the lowest level since before the Golden Mosque bombing," he said, referring to a bombing which destroyed the revered shrine in Samarra and unleashed a relentless wave of reprisals and counter-reprisals across Iraq that has already killed thousands of Iraqis.

"Car bombs and suicide attacks have dropped to their lowest level in a year," Odierno said. "Attacks in Baghdad have reached the lowest level this year and the trend continues to be down."

Civilian casualties had dropped from a high of about 32 per day to 12 per day, the US commander said.

"Al-Qaeda in Iraq is increasingly being pushed out of Baghdad and the surrounding areas," he said. "We are starting to see a normalisation of life across Iraq and also in Baghdad."

Ramadi’s transformation is breathtaking. Shortly before I arrived last November masked al-Qaeda fighters had brazenly marched through the city centre, pronouncing it the capital of a new Islamic caliphate. The US military was still having to fight its way into the city through a gauntlet of snipers, rocket-propelled grenades, suicide car bombs and improvised explosive devices (IEDs). Fifty US soldiers had been killed in the previous five months alone. I spent 24 hours huddled inside Eagles Nest, a tiny COP overlooking the derelict football stadium, listening to gunfire, explosions and the thump of mortars. The city was a ruin, with no water, electricity or functioning government. Those of its 400,000 terrified inhabitants who had not fled cowered indoors as fighting raged around them.

Today Ramadi is scarcely recognisable. Scores of shattered buildings testify to the fury of past battles, but those who fled the violence are now returning. Pedestrians, cars and motorbike rickshaws throng the streets. More than 700 shops and businesses have reopened. Restaurants stay open late into the evening. People sit outside smoking hookahs, listening to music, wearing shorts – practices that al-Qaeda banned. Women walk around with uncovered faces. Children wave at US Humvees. Eagles’ Nest, a heavily fortified warren of commandeered houses, is abandoned and the stadium hosts football matches.
